download vs browser

So I don’t really know if a poll like this has ever been posted because I’m not really up to date with things going through the forum anymore (not sure I ever was). But currently a team I’ve gathered and I, are looking to see which option is more available to a general public (this isn’t the only place I’m running a poll). so the question is if the general public (or at least the people around me) have better access to a game if its a download or a heavy stream (meaning it constantly eats up your internet usage)

Also, I'm British. Neither of these are really viable. but download only needs to be downloaded one. But I'll still be getting GW2 on a disk.
