The sprite is great quality, everything is in order, and I especially like the unique background. The only negative part is that the style is extremely popular, although it is still great looking.

I see you took the liberty of actually spriting yourself, but add such a dense outer glow on a one color of blue background brings it down quite alot. The fact that it's considerably tiny and has no stroke/border brings it down as well.
