Photoshop is better for "detail" while Flash is better for the base of the character, like outlines and etc.

i eddit with paint and photoshop, i draw stuff that i do out of my mind but im lerning to do it all in paint

@Flaw of Insanity I disagree, i recommend you learn Illustrator, it can do everything that Flash does (except for making a movie..) with more options and filters, as it is an art based program.

I currently have the Adobe Master Collection CS5 with all he programs you can imagine. Of course this isn't your free/cheap program... Other than that I usually Google some Photoshop tuts if I need help on making a certain design.
