I have seen Toyzie dual-wielding it, I am not COMPLETELY sure on this, but I believe that a few of the sword have been made dual-wielded, such as the Milt shop item Yokai sword, which shapeshifts, causing it to be 2 different things. I have also seen people dual-wield Ddog items, of different sword, so they may have made them dual-wielded too. I'll go check some things in-game and get back to you.
Just checked a character page, and I found out that the Yokai sword is now a dagger, Dual Betrayal Blade of Miltonius. It may have been a dagger the whole time that is just dual wielded now that PvP and everything has been released. But that specific person you see was using that Dual Betrayal Blade, shapeshifted, which is why she was dual-wielding 2 items.

There are new Milt's quests who give you dual wielded weapons (Just like daggers).

Just adding on to what Nelioka said, there is also a "Dual Busters of Miltonius" available from Miltonius' shop for 700 AC (you also need Rank 7 Dwarfhold). It's basically dual wielding Trig Busters in their 'small form'.

Just to add Links on to what the others have correctly said,
The Weapon where you can Dual-Weild two different Swords id the Dual Betrayal Blade Of Miltonius.
It has 8 different forms.
The Weapon can be obtained by completing the Combat Style: Dual Betrayal Blade Of Miltonius Quest.
