It's not 1.9 for 2 reasons

1. I have no clue how to make it 1.9
2. Tim is the only one using 1.9 pre that I know of, so I'd rather nor make everyone else have to change, just for 1 person

To make it 1.9 you just download the 1.9 pre-release server file.
